Living in a residence is your best option, but you can not really make the time college is over. You will find many of their neighbors, of course, but you can get out of their way to introduce people. Or just hang in public areas and talk to the one shown.
Join a fraternity / sorority, even better, if not for all.
Living in a big building with lots of other people around your age is better than being in a small place where no one is like you.
Having a roommate is a great boost to your social life. They will bring friends around too.
You do not always see the neighbors (I've never seen anyone in my building), but if you do not, talk to them and invite them to attend. If they call the decline of their apartment one day, take them out of their offer.
If your living situation really sucks (for example, you live alone in the middle of nowhere) can move something to consider.
